Earth observation & space data

Sensing constellations with government anchor contracts own a data chokepoint that reprices on every NRO/NGA award.

Earth observation is the one space chokepoint where the moat is a contract, not a part. There is no scarce component here — anyone can fly a focal plane — so the constraint is the government anchor relationship that converts pixels into recurring, classified-adjacent revenue. The chokepoint reprices on every NRO and NGA award, not on launch cadence.

Who owns it

Three publicly listed names sit on the U.S. anchor contracts. Planet (PL) and BlackSky (BKSY) were two of the three original holders of the NRO's 10-year Electro-Optical Commercial Layer (EOCL) — the third was Maxar, now private. Planet posted record $94.2M Q1 FY27 revenue (+42% YoY) with backlog up 72% to $906M and Defense & Intelligence up over 65%, plus a $22M NGA maritime extension. BlackSky owns the very-high-resolution flank: four Gen-3 satellites deployed, an NGA Luno B vehicle worth up to $200M, and $160M of new bookings in Q1 including a $99M AFRL IDIQ. Satellogic (SATL) is the asset-light challenger, selling sovereign constellations rather than just pixels.

What breaks it

The anchor itself is being restructured, and that is the central risk. The NRO is migrating off fixed EOCL-style awards to a Commercial Solutions Opening (CSO) with a rolling five-year window spanning EO, SAR, RF, hyperspectral and LIDAR. The agency now lists 11 commercial providers and in May 2026 onboarded three brand-new ones — EarthDaily (EO), ICEYE (RF geolocation) and Pixxel (hyperspectral). More phenomenologies, more vendors, continuous bidding: the incumbency that made EOCL a moat is being deliberately diluted. The second break is sensor diversification — the SAR layer (Capella, ICEYE, Umbra) and the RF layer (HawkEye 360, Spire, Umbra) are separate contract families on separate extension cycles, and most of those names are private, meaning a listed-only investor cannot own the fastest-growing edge of the chokepoint.

What forces the reprice

Delivery orders, not symposium slides. Each NGA Luno task order and each NRO option exercise is an 8-K event that moves backlog. Planet expects EOCL expansion revenue to begin recognizing in January 2026 and ramp over several years; BlackSky's recurring high-margin subscription line is guided to grow over 50% in 2026 on Gen-3 adoption. The NRO has signaled additional CSO awards for late 2026, each of which can re-rank the listed names against private newcomers.

Be honest about size and earliness

This is a small, government-dependent revenue base wearing a national-security narrative. Add the three listed pure-plays and you get a run-rate well under $700M: Planet at a $425–441M FY27 guide, BlackSky at $130–150M for 2026, Satellogic at ~$6.1M in Q1 2026. Only Planet is near breakeven; BlackSky guides to positive adjusted EBITDA of $12–24M; Satellogic carries a $523.2M accumulated deficit against $121.9M cash and a heavy fair-value-of-warrants drag, and its constellation is still being launched. The single largest EO asset in the U.S. — Maxar, now Vantor — is private under Advent and BCI after a $6.4B buyout, with no listed exposure path. And SpaceX, now public as SPCX after its June 12, 2026 debut, is a launch-and-broadband story, not an EO play — owning it is not owning this chokepoint. The edge here is mapping which listed ticker sits on which specific delivery order, and pricing the CSO transition that is quietly eroding the incumbents' anchor. This is structure and catalyst, not investment advice.

Who owns the choke

BKSYcore

BlackSky Technology Inc.

$18.85-1.6%

EOCL anchor holder operating four deployed Gen-3 very-high-resolution satellites. Q1 2026 revenue $20.8M; FY26 guide $130-150M (+30%+ at midpoint) with adjusted EBITDA of $12-24M and $117.5M total liquidity (cash and equivalents alone were $39.4M, plus short-term investments and restricted cash). Won up to $160M of new contracts in Q1 including a $99M Air Force Research Lab IDIQ and a seven-figure NGA Luno renewal; holds an NGA Luno B vehicle worth up to $200M.

Bull
If the EO anchor thesis holds, BlackSky's four Gen-3 satellites and EOCL plus Luno contracts (up to $200M Luno B, $99M AFRL IDIQ) drive 30%+ FY26 growth.
Bear
The NRO's shift to a rolling CSO with 11-plus providers dilutes incumbency, and BlackSky's revenue base remains small and government-dependent.

PLcore

Planet Labs PBC

$14.24-1.7%

One of three original holders of the NRO's 10-year Electro-Optical Commercial Layer (EOCL) contract. Reported record $94.2M revenue in Q1 FY27 (ended April 30, 2026, +42% YoY), Defense & Intelligence revenue up over 65%, backlog up 72% to $906M, and a $22M NGA maritime-surveillance contract extension. FY27 revenue guide of $425-441M.

Bull
If EO anchor contracts compound, Planet's EOCL incumbency drove record $94.2M Q1 revenue (+42%), backlog up 72% to $906M, and 65%+ D&I growth.
Bear
The NRO's CSO transition deliberately dilutes EOCL incumbency by adding more phenomenologies and vendors, and the revenue base stays small and government-dependent.

SATLspeculative

Satellogic Inc.

$3.73-5.4%

Asset-light EO operator selling whole-constellation and persistent-monitoring contracts to sovereign defense customers. Q1 2026 revenue $6.1M (+80% YoY) with first-ever positive operating cash flow ($0.2M) and $121.9M cash; carries a $523.2M accumulated deficit. Recent wins include a $30M AI-first constellation contract (first satellite launch slated October 2026), an $18M persistent-EO deal, and a $12M in-orbit satellite delivery to a sovereign customer.

Bull
If sovereign EO demand grows, Satellogic's asset-light model delivered Q1 revenue +80% YoY, first positive operating cash flow, and a $30M AI-first constellation win.
Bear
Revenue is just $6.1M against a $523.2M accumulated deficit, and its AI-first constellation's first satellite does not launch until October 2026.

SPIRwatch

Spire Global Inc.

$9.58+0.2%

Space-data operator on the NRO's commercial RF provider roster and a NOAA radio-occultation contractor (an $11.2M one-year award in full execution). Q1 2026 revenue $15.8M, above guidance, with ~76% of 2026 revenue under contract and adjusted EBITDA breakeven targeted for Q4 2026-Q1 2027. Maps to the chokepoint as the RF/weather data layer the NRO is folding into its multi-phenomenology CSO.

Bull
If the NRO folds RF and weather into its multi-phenomenology CSO, Spire sits on the commercial RF roster and a NOAA radio-occultation contract.
Bear
Q1 revenue is just $15.8M with adjusted-EBITDA breakeven not targeted until Q4 2026-Q1 2027, and the CSO transition adds competing providers.

VANTORwatchprivate

Vantor (formerly Maxar Intelligence)

exposure via no listed vehicle

The former Maxar Intelligence, rebranded Vantor in October 2025; the original sole-source NRO commercial imagery provider before EOCL split the award three ways, and operator of the WorldView Legion high-resolution fleet. Taken private by Advent International and BCI in a ~$6.4B all-cash deal that closed May 2023; the company is U.S.-controlled and split from Lanteris Space Systems. No listed equity and no verified listed exposure path.

Bull
If EO incumbency matters, Vantor (ex-Maxar Intelligence) is the original sole-source NRO imagery provider and operates the WorldView Legion high-resolution fleet.
Bear
Vantor is private under Advent and BCI with no listed equity and no verified listed exposure path, leaving public investors no way to own it.
